1. Description

Identifying and prioritizing projects in line with the operational plan and the adoption and application of sound project management techniques for each project undertaken.

2. Service Activities

PM framework: periodically review a general project management framework which defines the scope and boundaries of managing projects, as well as the project management methodology to be adopted and applied to each project undertaken,
Quality assurance plan: develop a quality plan for every new or modified system which is then integrated with affected project plans and formally reviewed and agreed to by all parties,
Project risk management: conduct a project risk management program for eliminating or minimizing risks associated with individual projects (i.e. identifying and controlling the areas or events that have the potential to cause unwanted change),
Cost estimation: provide estimations of costs of projects for Application Services managers.

Availability of accurate project schedule and budget information
Decrease in systemic and common project problems

ebc Service Commitments

working with SMT to identify and implement changes to PMO processes and tool in Cluster. Tactical steps may include templates, financial tracking/project accounting of EBC projects, implementation of PM measurement on project quality/meet business objectives, development of plan for evolving Invision and PMO processes, and evolution of Invision based on documented plan.

Percent of stakeholder participation in projects (involvement index)

Simple cost estimate acknowledged in 2 days, begun within 5 days and completed within 10 days 80% of the time
Complex cost estimate acknowledged in 2 days, begun within 5 days and completed within 20 days 50% of the time

5. Critical Success Factors

Experienced and skilled project managers are available
An accepted and standard programme management process is in place
There is senior management sponsorship of projects, and stakeholders and IT staff share in the definition, implementation and management of projects
There is an understanding of the abilities and limitations of the organisation and the IT function in managing large, complex projects
An organization-wide project risk assessment methodology is defined and enforced
All projects have a plan with clear traceable work breakdown structures, reasonably accurate estimates, skill requirements, issues to track, a quality plan and a transparent change process
The transition from the implementation team to the operational team is a well-managed process
A system development life cycle methodology has been defined and is used by the organisation
